2012,
Wielkopolska Brussels Office in Brussels together with the Assembly of
European Regions (AER) organized a Breakfast Briefing on the Common Strategic
Framework (CSF). The EU region’s standpoint on this document is being prepared
by the President of Wielkopolska Region Marek Woźniak, who is the CoR’s rapporteur
for the CSF. The meeting provided a great opportunity to
present to the AER regions the main points of the opinion which had been
adopted a day before by the Commission for Territorial Cohesion (COTER). It was
also a good opportunity to exchange views with regions on the changes resulting
from the adoption of the CSF.
The main speaker, Mrs Anna Hadyńska, President Woźniak’s expert for the CSF and a representative of the Cabinet of the President of Wielkopolska Region, outlined the contents and the recommendations set out in the opinion on the CSF, as well as the stages of its preparation and adoption. She emphasized the fact that the CSF is to establish an efficient coherence among the CSF funds and provide for an integrated rules applied by national and regional authorities to develop both operational programmes and partnership contracts.

Estelle Delangle, who presented the AER’s position on the CSF pointed out that
the document still raises many controversies. Not only do they concern the
legal status of this document, since there are also many inconsistencies in the
coordination and integration of the main principles of CSF with individual
funds’ regulations and regional operational programmes.
The CSF working document was published by the European Commission on 14 March 2012. It aims to determine common directions of adopting five funds in the years 2014-2020: European Regional Development Fund, European Social Fund, Cohesion Fund, European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund.
